Objective:
The contracting authority needs to enter into a contract for services for the scanning of tax returns with documents on paper as specified in the requirements specification (Appendix 1). For several years, the contracting authority has used considerable resources on developing systems for electronic delivery of the tax return. This work has given good results, and in 2019, a predominant part of all the mentioned groups delivered their tax return electronically.
Tax returns that have been submitted on paper have in the recent years been scanned, and image files have then been processed by case managers in the contracting authority's internal computer program for processing tax returns. The requirement specification is based on the current system and communication of image files being continued.
The current deadlines for sending in tax returns indicate most of them are submitted during the period mid-April to mid-June.
