Short description

Oslo Municipality, the Agency for Urban Environment and Trondheim Municipality, Urban Development, are collaborating on an innovative procurement for the removal of polluted snow in the cities. Our future goal is the removal of snow in an efficient, future-orientated, climate and environmentally friendly, circular-economic and scaleable way. Oslo and Trondheim are both winter cities. A lot of snow can fall in a short time at the same time that developments in the cities have led to less open spaces and there is an expectation of mobility and good access at all times. The County Governor has strict requirements for cleaning snow that is removed from roads. The situation for Oslo and Trondheim is not unique, several towns in Norway and Europe have equivalent challenges and needs, including Helsinki and Stockholm. The main aim of the removal of snow from streets, cycle paths and pavements is to maintain accessibility and traffic safety for all types of road users. Snow that is removed from road areas is, per definition, to be seen as waste and must be treated as such. The snow includes different forms of pollution such as environmental toxins, particles, micro-plastic, sand, gravel, rubbish, and, not least, salt. The disposal of the snow must be in line with the requirements in the Pollution Act and water regulations and it must not give any danger of pollution for the surrounding environment. This project does not generally include snow clearing or collecting snow, but handling the snow that has been removed from the roads. However we do not exclude new systems that can include the entire service. The need mainly comprises handling snow that includes both salt and other waste matter. Our need is to find systems to deal with polluted snow that fulfil the requirements in the Pollution Act and the County Governor's requirements. Both Trondheim and Oslo Municipalities have ambitious climate targets and will significantly reduce greenhouse gas emissions. It is therefore important to find systems that lead to little or no greenhouse gas emissions. Oslo and Trondheim need a system for the removal of snow that can handle the required capacity and frequency as needed. Analyses show that Oslo Municipality needs a system that, in total, can handle at least 500 000 m The operating budget in the municipalities is getting smaller and smaller, at the same time that demand is increasing.
