The European Environment Agency (EEA) builds knowledge on environmental risks to health, including chemicals. In this context, a current line of work is exploring the total burden of chemicals on the environment and on human health.


 



Description of the services to be procured:


 


The contractor is asked to develop conceptual frameworks that show how chemicals flow through our production and consumption systems and are emitted into the environment from multiple sources. The objective is to depict the total burden of chemicals on the environment and human health, and provide a basis for further work on the systemic impacts of chemicals on environment and health.


 


In terms of the scope, the work should capture all types of chemical products (such as industrial chemicals, pharmaceuticals, pesticides and biocides), as well as chemicals unintentionally formed during production processes and emitted to the environment. In terms of emissions, the frameworks should capture both point and diffuse sources. Where relevant the frameworks should include the reuse and/or recycling of materials and impacts on chemical emissions from recycling processes and secondary products.


 


The contractor will be asked to develop a series of conceptual frameworks, likely to include:


 


The contractor is then asked to complement the frameworks with empirical data, such as sales data or data on use where available, in order to understand the volumes of chemicals flowing through the different pathways in the system.


 



Type of contract:


 


Service contract for a duration of four months from date of contract signature.


 



Estimated value:


 


The estimated maximum budget is EUR 50 000.00 (fifty thousand euro) covering all services and tasks specified in sections above.

An overarching conceptual framework that captures all flows of chemical through our production and consumption systems and into the environment;


Detailed frameworks for specific sectors, to include manufacturing, agriculture and pharmaceuticals;


A framework for a specific category of chemicals, likely to be plastics; and


A framework depicting the various pathways through which people are exposed to chemicals, including consumer, dietary and environmental pathways.

Description of the tendering procedure:


 


Based on the pre-assessment of the information provided, the EEA will draw up a list of the most suitable candidates and will forward to all or some of them (at least three candidates) by e-mail an invitation to submit a tender in accordance with the tender specifications by a set deadline. The tenders submitted will be evaluated in accordance with the criteria specified in the tender specifications. During the negotiation phase after the submission of the tenders, selected candidates may be requested to adapt their tender to the requirements set in the tender specifications in order to find the solution offering the best value for money.
